In England If you ask people why Foundling Hospital
are not encouraged & supplied to the extent of the demand, they
will tell you that these institutions are open liable to
abuse: but this is an objection to all governments
and as well as to all charities.

Composition
Repetitions to be
avoided.
Let no provision be repeated more than once:
but where it has been inserted already on, a second
time if there be occasion if it be required to
enact it let it be done by reference: unless it
would take up more room to refer to it than to repeat
it m word for word.

Stool of repentance
Where a delinquent is to be reprimanded, and
the punishment reprimand is mean to be severe, let him
sit to receive it on a stool to be called the stool
of repentance.

While a cause is hearing let the name and if
in some cases the point in debate be hung up in a
conspicuous part of the court in large capitals letters
