It is not prudent to give a standing pardon to
all offenders betraying their accomplices. That might
induce people to commit crimes with a certainty of in the intention of
impunity. betraying their accomplices The way is to see first what the circumstances
of the case are, whether the sufficient evidence
of can not be had from innocent persons: sufficient to direct at least to the Criminal,
if not to convict him. The evidence of an
accomplice should always be the last recourse. It
is paying very dear for evidence to give impunity
to a notorious offender.

means put him under a physical disability of
