essential Characteristic of the Class. Mischievous,
for Example, and undoubtedly in the highest
Degree is an Act of Rebellion; because it tends
to produce Civil War, which is but a comprehensive
Term for Murders, Rapes, Robberies,
Fire-raisings, Conflagration and in short all the other Principals
that are to be met with in either of the two
Classes; at least for such Acts as shall, whenever
perpetrated, work Mischiefs equal to that what it
is the respective Nature of any of them to produce
and these in a Number which has never any
certain Limits. So also is an Act of Proditian because
it tends to bring on or exasperate the Mischiefs
of foreign War, which manifests itself in the production
of the same Miseries. And yet it is but annihilating
in Idea these Tendencies, and we behold the
respective Acts stipped instantly of all their Malignity:
a fortiori this must be the Case with
Respect to such whose Effect is but to diminish
the Fund of Defence provided against those two
Kinds.
