Ch.... PARTS of a LAW - Laws SUBSTANTIVE and ADJECTIVE
in the superior Courts, for it's Execution, has one
of it's own, (which when analogized will be found
to consist of several) empowering a Magistrate
called a Justice of Peace to levy that Fine.
We may remember that in a preceding
Chapter it was observed, that Certainty of Execution,
one of the six capital Circumstances considerable
in Relation to a Law, depended upon something
without the Law, meaning a Law of the
Substantive Kind —It was these Adjectives that
were then alluded to. Tis therefore under the Title of
Certainty, that this ample Determination of
Denomination of Laws will come to be considered.
Notoriety is the remaining extrinsic Circumstance
which like that of Certainty is also to
be compassed by some adjective provision: which also
like those belonging to the Head of Certainty may
be either of general or of special Application: of
General, as the customary Law that all statutes
shall be published in print and sold to all that
shall demand them — Of special, as the Clause
