CRIMES LAWS Fixed x Temporal & local.

This distinction will present
a three fold division of Land
Laws according to their expediency
into those that being now expedient
will be always so — those which
were once expedient but are now
so no longer — & 3dly those which
were never so

If it the proposition is be true that "Crimes ought to be estimated from the misery they produce
in Society" be true here and now, it is must/will be so every where and for ever

In all places and at all times the pain of the punishment must be greater
than the pleasure of the crime.

General invective against Government
being once innocent must
be so for ever

Incendiaries High Treason It ever was and ever will be penal to subvert overturn forcibly the [established]
Government established in a nation whether that Government be lodged in
the hands of one of 5 hundred or of 5 thousand

Incendiaries Murder Mayhem Robbery [Theft] must ever be terrible while the loss of
Life is horrible: of Limbs, painful; of the instruments that support life & minister
to the pleasures of it, distressing The means of doing mischief may receive some few additions and diminutions from difference
of time & place; But to do mischief when recognized such will oft always be
criminal penal

Modes of inflicting pain may
perhaps subsist in ones place
but do not in others — Instruments
of enjoyment are generically the same; however they may differ individually, & the
Methods of (regularly transport) & destroying those instruments
