I read a passage in a periodical publication a speech which whether or no it speaks the sentence
of the Senator to whom it is attributed, it speaks however the sentiments of somebody, who
every thing that belongs to the subject of Law is considered as so dependant upon the local
of circumstances place, that the Idea of giving the outlines of a Code of Legislation to a distant
Native is treated as Chimerical.
This comes from the want of a clear
idea of what it is that distinguishes
what is cruel from what is unanswered
in
The Taylor takes his measure from
each individual - now the greatest
part of individuals are as much known
to Legislators of the same nation
as individuals of a province in the
East Indies.
This example therefore applies to
the proving that there should be
no Legislation at all any where.
