Any of these dealings or operations may be regulated;
and this in a certain manner, & to a certain end.

This end may be either 1st The raising a revenue, or 2d —
The Prosperity of the Traffic in that article in question —
3d The Discouragement of the Traffic in that article —
and this either 1st absolutely || || as in the instance
of Gin. or 2dly relatively to other Articles
These ends may subsist as well separately, as any of them
in conjunction.

The above are the grand Stages in the History or progress
of articles of Property, from Production to Consumption
to be found & are common in that of every Article of —
Property, as such: others of less note & universality of extent
may subsist in the instance of different articles —
according to the particular nature of those articles.

Thus in the instance of Coals, from this circumstance
of the bulk of that commodity, the operations of Measuring
& delivering made the object of regulation.

The principal offence is that of buying it is then that
a sum of money takes one course which it is in the Will
of the Legislate should take another to determine.
