must be as as such conformable both to the Laws of Nature &
we shall may be dispensed from entering into a particular examination
of every regulation that shall come in question by these Laws as
so many distinct Standards, & having +

but then they would only have passed only for what they were worth their title would have been
a check upon them & a touchstone to try them by — & the title imposing a perpetual
obligation to make out the relation

would have shut out the door to ideal reasoning argument & gratuitous assertion.

Whatever confused since They had wanted not a a confused conception, that tho' they rarely imagined such a course of
action to be prejudicial to the happiness of Society, to produce a quantity of unhappiness it was an easy matter often easier to
class it down under the denomination of an offence against the Law of Nature
trusting to the same confused sentiment conception in others for their concurrence in that
Idea, than to give make an accurate estimate & give a clear representation
of that unhappiness — seduced by that same habitual license, & trusting to that same
assent they thus got a habit of clapping down without some ado
into the Catalogue any action which from whatever reason or by through
whatever track of imagination happened to exert in them the Idea
of dislike. If two speculators a more recent speculator happened to concur with a former
one in his ideas it was well: but as that was not always the case

but not having that principle at his elbow ready to decide the controversy, thus of n
the matter rested an assertion on at one hand side and negation on the other.

It is in this matter the disputes controversies amongst theoretical Jurists have been carried
on: each laying hold of such distant allusions and verbal analogies as his imagination
furnished him with & — — ——

I would beg leave venture to invite any one to make the experiment, open any page of Grotius & Puffendorf & taking this proving
for his along with his guide [standard] by applying it to any of the immense heap of controversies there shewn
