EXEMPTION ACCIDENT Negligence

This Idea of affixing a specific & proportionate punishment to negligence has been
adopted by the Legislature, but unhappily with inflexibility, in the only very singular instance
if all others were its officiary is not <add>particularly questionable of necessity. I speak of the Statute of Queen
Ann.+
6 Ann. ch. 31 §.3 re-enacted
in 12. G.3. c.72. Building Act.

Its efficacy is not questionable
as to fires in time because
then the Author of the mischief themselves
will have time to escape.
