INSANITY. Compensation to the Sufferer - Why?

Should it here be asked, whether any pecuniary
compensation ought to be made but if on the
part of the
the property of the insane person to the
sufferer; I answer yes — & that for two reasons

One is that which belongs to this in common
with all the other cases of exemption
& which I will not here repeat .

The other is, that it is more certain that
the same quantity of the causes of happiness
will produce a given quantity of effect
in the sufferer tan in the author of the
suffering.

viz, that there
being a reason
why the loss should
rest more upon
the sufferer than
the author
there is this reason
why is that
rather rest upon
the author, that
it is possible the fact
proved [circumstance] on
which the
is grounded founded
is not true [in
fact}

Qu. when the subject matter of the act, is property,
and the proprietor the public
