Under all systems of
law, exemption inevitable,
where number
of co-delinquents has
swelled to a certain
amount.
Several are the laws
to give due execution
to which would convert
all the members
of the community into
criminals.

VIII Justifications.
By justification, understand
a circumstance,
exempting the
Agent from the burthen
of punishment.

Efficient cause may
be a power or a law
