If then in some better age, a Minister should arise, who
secure of the affections of the people nor wishing any longer
to possess his trust, than he might do it for their
good, mindful withal that with the means of defence
would vanish the motives of attack, should form the
generous project of removing that numerous tribe of
pensioners Ecclesiastical & civil, who from not being distinguished
by the Title, enjoy with more security the effect
and easing a drooping Country by degrees of all it's [unactive]
& unnecessary Burthens; he will not cast out
a helpless multitude to sudden indigence and call —
it Reformation; He will make the preservation of all
private Interest the inseparable accompaniment of his
enterprize. He will secure the undiminished perception
of their emoluments to all those who having figured them
to themselves as perpetual as under the sole condition of
keeping well with the Public & their friends have fashioned
their connections their turn of mind & their appetites wants
accordingly. He will avoid even disappointing established
expectations, and content with giving the perpetual succession
to the public on the first or even not till after a —
second vacancy, will have no voices in discord with —
the general applause.

or Public Interest, but in the union of both.

own defence: more furious & implicable than ever and as it —
was said of old, that the blood of Martyrs is the seed
of the Church so does the universal experience of nations
prove it to be true tho' from another cause, that the blood
of Tyrants is the seed of Tyrany.
