Recapitulation here the Ends of Composition, & refer these properties to their evids. The properties qualities which a Legislative discourse beyond any
other ought to possess, are Precision, Responsibility Brevity, Prosperity & Precision,
Amplitude. The number of Ideas being supposed given, Amplitude may be suited to which may be added a 4th of inferior
consideration. Dignity.
The degree of importance of these properties is in the order
in which they stand. so that where for the consulting
of any one of them it is necessary that the others should
yield give way a little, where the subject matter is of such a nature
as not to admit of all of them in the highest
degree at once, it is the 1st. that ought to have the preference
to over the 2d., and that over the third.
Hitherto all have been sacrificed to Amplitude.
That System of Laws, [& every Law in it] ought to
have these qualities, an observation is so obvious & probably has —
been so often said that it seems scarce worth being
at the pains of saying so: but so little has hitherto
been done respecting mischiefs arising from the neglect of

them, towards the distinguishing them in kind, or estimating
them in magnitude that an attempt
this way may have it's use.
Few stand in need of being informed, but many of
being reminded.
There are 2 grand operations on which we are to depend
for the lessening of this burthen of the Law:
Distribution & Redemption, The first of these has
been treated of in the preceding book, we now come to consider the 2d.
