9 Omission, of Preambles to Repealments
To Laws enacting, a short Preamble indicating
the end may sometimes be of use, as serving
for a clew to the interpretation of what is enacted:
To Laws repealing, they must in general be
superfluous, for this plain reason, because
there is nothing to interpret. If there be any
case in which this holds not good, it is in
that of a clause complicated with others
The language The end of the repeal declared and brought in to into may
view by a short preamble may serve to determine
with greater certainty than would otherwise be done the
the limits of the repealments its operation
But indeed according to our plan, nothing
less than a whole Section will need to be got
rid of in the way of express repealment — any
less decision Article or Number of Articles being cleared away
by barely omitting them in a new edition of
the Section to which they belong
