VOLUMINOUSNESS. Homoionymics.
It is a habit said to be not uncommon with the in Holland
Dutch, A Dutchman when he has fouled his under-garment it is said, will cover it with instead of changing it for a clean one. when a shirt is foul, not to change it for
another, but to clap a clean one on over it, & so on
to the number of perhaps half a dozen. What is
done by a Dutchman will thus do on purpose, I have heard reported has been said of
to be have been done by a celebrated Lawyer to be done through inattention.
inadvertence A custom, into which a distinguished Lawyer of our own country is said to been sometimes betrayd by inadvertence.
Not less slovenly is the practise This Dutchman or this Lawyer, I know not am knowing
well which, is the emblem of the Legislature. distinguished by his singularities among his friends, as he is by for his Talents in by the public, v. 9 Geo 2. 30 & 29 G. 2. 17.
Whether it be of design purpose, or whether it be inattention,
sure I am for every topic almost furnishes an example that this is exactly this manner
in which it is that Statutes are composed.
as if the security for the Laws observance was in proportion
to the paper blotted
with some inconsiderable trifling variation just sufficient
to destroy change the identity & perplex the meaning. epidemical rage of
as if modern provisions, like the Charters of Liberty
were reduced to such information
in the time of Barbarism, Barbarous ages stood in need acquired fresh strength from by
every multiplied repetitions. for their security depended for the continuance of its validity upon multiplied repetitions.

[Every now & then indeed] an useful clause shall
be introduced in a new new Statute: the good effect of which how shall
shall be in great measure frustrated, by the
left to prosecutors to proceed upon very
ones which want it.+ + instance 29. G. 2. C. 17. clause solving penalties of Felony.
Lord Bacon proposes after the example
of the Athenians a committee of revision
to extirpate the Homonomics & Antinomians
at certain stated periods. Augm. Scient. L. 8 C. 3. Aphor. 55 But is is only from a
miserable want of regularity that there are
any formed. There need be none. Alteration
of the 1st instrument is as much easier, as in other respect
it is preferable to accumulation of new ones. Substitution to Addition The
practise of the Court of Chancery in respect as to the
matter of amending Bills, tedious prolix & onerous it
is in other respects, may serve since nothing is to by
an example. [Meantime] But why need we
go beyond out of the Parliament itself the practise Legislative assembly itself for
an example. When an alteration is to be made
for what reason is it that should not why may not the old instrument serve for the

basis of the new amendments in form of
an Act, as once the first draught of it did
in that form of a Bill.
