It is pleasant enough to observe a modern Statute ++5.G.3.4b.SS.22. complaining of
former ones made on the same subject for introducing confusion—
by reason of the variety of the penalties they impose: after this
what could the reader expect to follow but that those Statutes repealed? no
The Act is an Act _ _ _) under penalties which Justices of Peace are to levy.such thing—New Penalties are substituted in the room of those
but the Acts themselves are suffered to continue. That Magistrate
much more that Alehousekeeper who in turning over the Statutes
still in force (as he would suppose from finding them unrepealed)
happens to find out that all that they have done to this affect
is turned into a dead letter waste has no bad fortune.

The description of the Offence is in one Act [Instrument][Volume] the Punishment in another. 10 or 12 Folio Volumes between them The reasoning in the act is this. The burthen upon the attention
being too great already before it is therefore doubled, before there was
one Statute there shall now be two: viz the first original one containing now a true
description of the offence, but what is now become a false one of

supplemental one, containing a true description
of the punishment, but none at all of the offence.
