collection of Laws to the understanding: that is to

Apprehensibility Precision Brevity Order Simplicity
Before a man can possess a map of Laws by his
understanding, it must have made his it's way thither
through the proper organ, the through
the eye, or through the ear. Through the
Eye if promulgated by writing, through the
ear if promulgated only by speech.
His being able possessing it will therefore depend
upon the measures that shall have been taken
for two purposes. First for that of conveying it
to his corporeal organs. 2dly for fitting it to his conception

The measures for conveying it to his corporeal
organs, in a word for promulgating it to
him, belong to the head of Promulgation.
They will be consider'd at large in the book
thus named. that bears + + distinguished by that title.
Those that are requisite to the fitting it for
his conception belong to the title of the present are what our business is with
at present. Taking it for granted that it the instrument
it is written on, or the sounds it is deliverd in will find it's way to his eyes and ears, we
are to consider what intrinsic properties it
must possess should have to fit it for being efficaciously possessed.
