v. V.
Every man A Statute is thrown out into the world
it in 18 or 20 different parts of it concerns 18 or 20 different sorts of persons:
that is 18 or 20 different groups of persons
capable of being distinguished
each from the rest by a general term
of description. Each This is what is is required expected
Each is to pick, out of the whole, that part which
concerns himself. It This is what is expected as of to be
course done by every one therefore Therefore The opinion therefore is, it is
a thing that can be done by everyone. [+] [+] Every body thinks this is the case. Not No Law can attain the good that is proposed from it, any further than it is the case. There can be no pretence for treating it as a task impracticable The question
is therefore now by whom shall it be done
By one every person out of a Million, for
himself — or by one person out of the
Million for them all. To sift out study
a collection mass of regulations, of Laws, to apply one's self

to the investigation of their differences in
order to discover what which part of it is may be that does concern a man
& what that does not, is a labour —
it is an uneasiness — to do him that is to do is the question is
therefore, shall one lot of such uneasiness be
borne in the community, for a given purpose or a million
shall a million such.

This would be the case, where were the
task of analysing a body of Law a task of which
every man were alike capable: were
the labour [and difficulty] no greater to any
one of them all than to him to whom
it is now least — were the case such that
every one who undertook it were sure
to perform it with equal accuracy: and
that the highest degree of accuracy: that
is were every person of them all alike
sure as he who is most so, of extricating taking <add>concerning</add>

Take most pains to apprize men of those

The Voluminousness of the Laws is grievous —
why? because the whole weight of it them at
least an undetermined unknown part of it that weight presses
collectively upon each man's shoulders.

The same quantity of matter, nay, the
same quantity of words might remain,
and yet the burthen of it upon each
man's shoulders, be lessen'd to an almost
inconceivable degree.

The Porter and the Ship.
The expedients that was were to operate this effect are simple. [+] [+] they have nothing in them of magic:
is no Magic: it is they are what every body may
conceive and every body put in practise.
They consist in the observance of these two simple
rules.

The 1st is, Give to each man what appertains
to him, and nothing else.
The effect of this rule steadily & universally observed, pursued
would be prodigious: but another will carry it still
