Revenue acts is not difficult to account for—
The Minister considers those subject-matters
and the persons interested in them in the single
point of view in which they become are are subservient to objects
of concern to him, his present purpose their aptitude for the
supplying of the revenue: To get their money
is his business: his business What business
for their It is beside his purpose
to take any pains for their accommodation
We may figure he him calling together the several
classes of persons concerned, and himself to them in
this manner Merchants Traders, consumers by whatever name
you are called, I must have your money—and
this is the way I will have it — See this is
my Law— make what you can of it — [Here
it is for You, and let each man find out what
concerns himself in it at his peril] One part
of it may concerns for ought I know, one class among
you — another part another — To separate them the Laws to
such not either with my dignity or my convenience
— here — do it for yourselves, and do it at
your part.

Diversity in their operation of a Statute takes place in the
case where there are not only certain actions
at large but certain their Laws on which it exercises
it's power: and this power is of ... kinds
respecting either 1st their import or 2d their
existence or 3d their duration.
In respect of existence to of by extinguishing it—viz.
by Repeal or 2d by visiting it after having been before
either extinguished.
In respect of duration—by continuance giving them a limited
duration viz. by continuance—2d Unlimited by
perpetuation.
