The purposes for which the Legislature intermeddles
with any instrument of enjoyment
or security, or in other words, the ends which
they propose to themselves in their regulations
concerning it are these 4. 6. Either, 1st
To prevent augm the embezzlement of it. or 2dly
to promote the consumption augment its production or quantity. of it: or 3dly
to discourage the consumption production diminish the quantity. of it in favour
of another some other article preferred to it: or, 4thly to

It will not interfere with any other principle method of
of order arrangement that might be established more commodious
for his views, and better adapted to

present? a particular subject matter comes

has occasion to take a review of the Laws
concerning it. He sets to work. himself upon the research He finds
it troublesome.

so? It is this. He turns to one Volume, and He takes up a Volume, in
finds which the subject is begun: indeed but not concluded. it is not ended there

to a third: & besides nor is this all: he is besides perhaps sent back again to the 1st:
perhaps more than once: his attention bonded
backwards and forwards between the two Volumes

How long this sport amusement may continue there
is no saying. It may be kept up among
10 or 20 or 50 volumes different acts, and
according as to the edition that is consulted, perhaps

Next suppose transition to Linen manufacture connected
with it by rivality. This may immediately
be turned to. It's divisions are arranged in the same
manner upon the same principles. upon no plan
could he expect to find it's regulations jumbled with
those regul.s concerng the Woollen with which he
wanted to compare them.

what is it he wants? To have the
whole L of what is extant Law on the subject reduced for him
into one continuous body of Letter-press.

Suppose this done. In a mechanical view, I mean. The course of his speculations
on the Woollen manufacture now leads
[him to carry his attention] to the Linen.
The transition connection is natural enough. This may easily happen. They are connected
in their the speculations of political men
as any manufacture may be supposed to
be with it's a rival manufacture.
