PARLIAMENTARY COMPOSITORS. For their Oath v. Oath
The business of framing all the Statutes both Public and private may possibly be found too
much for a single Officer to perform: one man to go through and it may therefore be thought expedient to
appoint two, + + Many one to take charge of the Public each of those classes the other of the Private
If so, the appointments of the former should be fixed: ╪ ╪ rather mixed — part fixed, for the reason here given — but part occasional, to prevent torpor & reluctance. by the means instead of
having it in his power to encrease his emoluments by his own wrong, & having an
Interest in that multiplicity which a prolixity & confusion whether the effect of negligence or des intentional or unintentional
are sure to create, he will have an Interest in that paucity which will abridge his
labors.
But those of the latter may be variable in the form of Fees, payable for each:, by on
no fresh fee to be paid for any such new Act made to for the purpose of amend or explain a any such former one that || Non placet — For how distinguishable? in
is for the same Act a new edition according to the method herein above proposed of the old one with explanations
or amendments. With this provision: he will have no power to make the Number whether greater or smaller [in case
no shape be made] to depend upon himself.
N.B. to mark out the distinction between a public & private Act As the number of Acts of a Public nature Public Acts + + I mean such as are not nominally so only but really so is seldom nearly equal to that of Private ╪ ╪ And would be very much reduced by the method herein above proposed
every 2d third or 4th of the latter class might be allotted to the Public Compositor: or the former.

This Institution would induce the necessity of making some alteration in the course taken
by Bills in their way through Parliament
The Compositors might be made removeable at the pleasure of either House and of the Houses, of
them only. alone.

The obs discarding the all formularics &c will put Acts of Parliament upon a footing
with them in point of method: stile and the plan to be offer'd, if it serves once will serve always
in point of Methods
At present, an Act of Parliament is a piece of work about which different persons set
about with different tools, none of them Master of the whole Set.
