To shorten the matter still further the persons of the 1st order might have the power
of appointing one Contribution of not being of their own order and then of the 2d
one other not being of theirs for each Court of Westminster Hall + + Notes of cases at must be collected from the that whole body of contributors, since there will hardly be found any who will have taken them in regular order whose notes as far as related to the cases reported
by both of them should be received to the exclusion of all others. By the contribution
of two such persons the bulk of the Publication would be filled up. Contributions
from the profession at large would only be wanted to fill up a few Chasms.

Apportionment of the Premium.
The main part of the Premium would consequently be to be shared between two such chosen
reporters in the joint proportion of the number and the length of the cases adopted from each & this it might be in such proportions shares as appointed by the 3 Chief's or any two of them — the
difficulty is how to provide recompenses for such whose contributions would be so small
as to admitt of no higher premiums consistent with any tolerable Oeconomy than what would be scarce worth their acceptance.
Burrough's compleat as far as they go & to supersede all others.

To remedy obviate this, Medals in Gold and Silver might be stricken with devices relative to
the subject, to be distributed in like manner by the Chiefs.

It might be referred in like manner to the three Chiefs to report to his Majesty the Whole Sum proper

to be distributed in Premiums to the Contributors of each Year.

The first [head of] distribution would be into the several Courts — either according to the great large division
of practical Jurisprudence: into the it's two great branches of Law and Equity, including the Equity side of the Exchequer so that an equal Sum
be allotted for Reports in each: or more minutely into correspondent to the number of Courts in this manner —
suppose 600£ 700£ were to be divided in a year. £200 might be allotted for the Chancery
100£ for each of the other three Courts in Westminster Hall & that of the Master of the Rolls and the remaining
£100 for the cases argued before the occasional Court of the 12 Judges at Serjeants' Inn and for
all the Circuits cases. Cases in the Exchequer Chamber and before the House of Lords to be printed The distribution for these last, short & dispersed as they would
be, could be only in Medals.

The Store of possible incidents which can become the subject of the Decisions of the Common Law Courts being much more nearly exhausted that that of those which are decided by the Courts of Equity.
As an partial indemnification tho' perhaps for some time only a partial one for the expences of this
Measure, the property & profits of these Year-Books might be vested in the Public. If these
profits should not as they probably will not keep pace with the charges, yet as they will doubtless be considerable
they will doubtless mag amount a great deal more than the Interest of those charges, and therefore as
they will be perpetual, at the end of a certain period the principals. The exclusive right
of printing will of course continue where it is at present, and the public, as to the profits
stand only in the place of the Authors.
