To To that Minister who should have the generous courage to set the first great example for of a man in power proclaiming [voluntary] impunity to his [calumniators censurers] had I a thousand lives. I would pledge them all for the security of his [in every future time]. Security

of those whom their artifices had estranged, the administrations even of the united as yet unexperienced a thing as yet unknown to a peaceful pacific Minister
never yet heard proposed by any peaceful Minister the admiration of all Europe and the gratitude of future ages. [The

I say of future ages — (while I call in necessity to console me I lament the disingenuity of human nature for even among a free and haughty high-spirited people the present age

But if left referred to a Jury, it must also depend upon the Humor of that Jury. It should not therefore
belong to a Jury. But if referred to any body, it must still depend upon their humor, & present feelings governed by
no Rule: it should not therefore belong to any body. +
+ Propose therefore that against private persons, general libels Scandals written & verbal be punished by discretion of a Jury for a Jury here are under no bias. Against a Person on a public account and being in a public office (which enumerate) specific scandal only. Inadequacy of the present Doctrine concerning verbal to the mischief , the most dangerous mischievous kind is not punished — there is no remedy unless the scandalous charge be is urged with the accuracy of a special pleader. Where the person is not in Scandal affects not Trade, so the damage not pecuniary, penalty not to the party, but to the State. of this Qu? It might perhaps be a means of cutting off avaritious & frivolous prosecutions — or else the penalty might be a personal satisfaction.
