The Attorney to have an allowance on returning the Paper not used to the Stationer in the same manner
To prevent more being returned
to the Stationer than he sold
he may mark the sheets with
his own mark. or the Stationer to the Manufactory on returning it viz: in a limited time less than that presented to the State.

A heavy Penalty to be imposed on all persons having any of it in their possession after a
certain time after its year is expired, without the Stamp being cut off.

The higher the Duty, the better would this be received against, for this continuing out of
the money after it became due, would itself be a heavy penalty.

Another Penalty on every one not being a Paper maker who should have in his possession paper of those particular dimensions not .

Function of Paper equal to that of Parchment By this means in to the forgery of no Deed could possibly be forged without the coincidence of the following circumstances
to the Manufacturer of Parchment — Either in the 1st place the forger must be confederated at the same time with a worker
in Iron who must make him a stamp on the bottom on the year in question; and
not as easy easily concealed on Paper especially if their ms on Parchment with a Paper maker who must make him paper with the mark of the year in
question: or in the second place must keep a Stock of them at the expense of the duty for the chance of dispensing
to any one who should apply to them for it for the sake of using it for a forgery: in

Discharge of the Ink from in a full Deed. which case too, they must be known to do or it could signify nothing — long before a man
could be known sufficiently to enable him to make a profit of the illicit trade, he would be known
sufficiently to be punished for it.

To prevent the Ink from being Falsifying of an old Deed of the date required, and steeping it in a
, to discharge the Ink and then using it as a Blank paper to be filled up with the fraudulent writing.

Require that at least the names of the parties wheresoever they occur except in the subscript
be stamped with printing Ink by the portable hand Presses — and for greater security
the one date <add>if but one at least </add> as often as it shall occur. — This would effectually spoil it for every other
purpose than that for which it was made.

Wills to those in a fortnight In Wills there are often a number of Names: it may be sufficient therefore to require three to be, and in this manner when there are so many. Wills not to be good unless written in this manner written on common paper not to be good where the Testator lived a fortnight
after the signing; of which the written date to be prima facie evidence subject to be
defeated by proof that it was antedated.
