LARCENY Aestimation.

The circumstance of stealing from the person instead of being an aggravation, should be
the contrary an extenuation — as the poor who would be most affected by the loss carry nothing about
them worth stealing

In particular the penalty of stealing Watches being an article of Luxury should be small: because the crime mis
in that instance always falls upon persons tolerably well able to bear it.

Amends + should be made by the Public to every person swearing he has not £500 £
& producing 2 [or 3] 3 persons whereof & housekeepers Housekeepers to swear their having seen the goods in his
possession.

viz: to the amount of (for instance)
3/4 of their loss — not more on
the principle of Insurance-Offices
which will not Insure to the full
Value that they may not take away
all interest in the sufferer to exert
himself

Flushed for the honor of the Law
when I propose such a punishment [small viz]
for an offence which it punishes
with death

When a calamity has happened in a certain place, the idea of the calamity is apt to become baked
in men's minds to the idea of the place — They expect it to fall time when it does fall in
that place rather than in another.

This reason, which is accounted for by the association of ideas, is sometimes justified
by the association of things: tho' it is not upon the connection between the things that
the connection between the ideas depends.

The Highway man who seems to have the world before him: but he is yet is he attached in some measure to a particular
spot by the knowledge of the country (on which he is to depend for an escape) or the
experience of past booty — The Common Thief as well as the Highway man by
the residence of his Receiver.
