Quest III

Why ignorance of the Law is made a ground
of extenuation?

Reasons

Because punishment in this case would be
inefficacious. In this case also there is no
punishment before his eyes: there is none therefore
that can have any effect on him.

Quest. IV

Why ignorance of the Law is not made a
ground of total exemption?

Reasons

1. Because the matter of fact can scarcely
be perfectly ascertained. See above Quest. 2.
N. B. It can not be with could not with propriety
be stiled a ground of justification or cr because
it does not either take away or outweigh
the mischief.
