Note.
(a) The practice of castrating children in those countries in
which it is thought fit to be tolerated will need a special justification
in its favour. Such a justification, if it must be established, might
be conceived in the following terms.
Where the Father or Guardian of a male infant not yet
arrived to the age at which the consent of such infant could be fairly
