Utility Neural Sense of

Utility like most other words expressive
significative of qualities has two senses
one which may be called neutral or indeterminate
leaning not determined neither to one or other of
the extremes of the quality: the other
determinate: determined to one extreme,
generally that on the favourable side.

In its neutral sense, the Utility of
an action is meant its tendency strong
or weak to produce Happiness in
Society or even to produce Unhappiness
the opposite to unHappiness.

Tis thus we may say, that in respect
of utility, actions may be divided
into 1st useful, 2d useless or indifferent, 3dly
pernicious.

Utility is the standard of mon value of merit, of rectitude, of excellence in an action.
By the principle of Utility, I mean
that judgment of the mind, whether
clothed or no in any particular form
of word, by which its up utility is set up as
the standard of these questions in an action.

The best of that quality is an action
by the existence real or supposed, of
which we are induced to speak well
of it, to recommend it to practise, to endeavour
to bring it into practise.

The utility of an action in the neutral sense of the word utility, is its aptitude
to be either useful, useless or pernicious in the it's determinate
sense, which is a the favourable one side,
it is it's aptitude to be useful.

Tis producing action that we produce
happiness: tis by preventing action that
we prevent unhappiness. We I mean to say,
speaking as Legislators governing, or
as Moralists advising.

ACTION. Qualities of whereby it is referable.
