In obedience to the invitation with which am
thus honored, I begin with suggestions: these made
anything which if it may happen to me I may have to
submitt in the way of shape of a proposed alteration will
be the more intelligible have the better chance of being found intelligible.
Suggestion 1. When an Enquiry is made
three things there are which it commonly has belonging
to it: which at any rate there may be considerable it seems more or less desirable that it
encrease should have belonging to it. These are 1. a
determinate intelligible subject matter, 2. a determinate an intelligible object:
3. a determinate an intelligible use or at any rate supposed use.
On the present occasion I have been on the lock out
for these several supposed requisites: and have not yet
been able fortunate enough to find so much as one.
That which, in my view, the assigned the subject matter assigned wants of being
determinate intelligible I will mention presently, submitting at the same
time some suggestions with the view of supplying the deficiency.

These suggestions I submitt with the less reserve
the deficiencies if any there be are neither your fault nor
your misfortune: fault there is none anywhere: for his
Majesty can not ever be in fault; and his Majestys advisers
whoever they may be never are: as to the misfortune
none there is but what falls upon the people: and this is
no more than what they were made to it is their
duty to bear: it being what they were made for: of which
they seem to be duly sensible.
