Susceptibility of improvements supposes existence
of defects. A production in which the defects have in
If on any subject indication of in the subject matter in question indication

no sch defects have place nor any other effects equally
desirable or still better. Such productions are

as there are "certificates" in question a bare
certificate of the existence of those defects. The relatively
faultless production whatsoever were their

printing. The certificate by which the matter will
be left in the state in which it was found will beside
this expence, give existence to a very large charge the country with no inconsiderable expense.

it is your desire to see improvements made, give invitation
to all sch as it may find so disposed to send in
each of them a proposed Code of law covering that same
field.

At the same time to avoid annoying
yourselves with the labour of perusing useless matter require
that with to every article in portion of it be attached
in some way or other a reason or set of reasons to
serve operate in explanations of the justification of the obligations
imposed by it, and in so far as needful an explanation
of the import of it. By this means while the usefulness
of the work is maximized the expense of it will be minimized
the expence, to wit that is to of labour employed in personal by the time and labour on the part of personnel
especially more particularly on the part of the constituted authorities: of printing
on the part of the public at large.
