With the same view, a distinction may be made concerning <add>respecting the</add> the General Laws may be divided

& such when there usually is not time opportunity for consultation

Shame and fear of detection even if there were time enough, would render this impracticable on the instance of crimes: beside that those transient periods of opportunity admit not of the requisite delay.
