A question will be how to deal with Statutes taking
away ancient & now forgotten grievances: usages
such as are it would be dangerous to repeal them, least those
grievances should be deemed to be revived: to permitt
them to be blended among the rest, would be [to swell] the collection & perplex it keep it in confusion & inconsistent
with every view of order & abbreviation.
To use the same industry to circulate them among
the people as modern & efficacious Laws would
be to impose a needless senseless Burthen & expence —
The course that is left, seems to be, to collect them
together apart from the rest & so to keep them; not nor without taking any other measure
for making them known, than the barely that of bare one of publication,
which is taken at present for all the rest.

But Statutes imposing [any] penalties [for acts] which
any one is in any danger of incurring, should at all events
be either consolidated or repealed [absolutely.]
