PROMULGATION. Particular Codes. [XVII] Traders in genere NOTORIETY PARTICULAR CODES

Codes of Laws relating respectively to every denomination of persons (particularly to every
commercial denomination) should be published by Authority — notice when the collection
is completed to be given in the Gazette by Proclamation — reported every quarter day in the year — & in <add>all</add> Parliamentary country <add>nation</add>
that the respective Codes contain all that relates particularly to the respective
denominations; A new Edition to be published in case of any alteration - or the added part alone, in case of any addition that the person comprized under then be assured that they know the
whole Law — It would be a great comfort & satisfaction to individuals — none
could pretend ignorance — 50 years [in less] in execution of a Law giving a specific pecuniary penalty to make it obsolete unless revived by Proclamation — Non placet. persons interested to execute the Law would always be
able to see Law — the Law would be both better known & better executed — not
for a frustrating mercy upon to exert itself the ground of ignorance in the offender —
Works of this sort have indeed been undertaken on some of the most principal & extensive topics — but
they have been published chiefly by obscure hirelings in whom the purchaser could have
no confidence: always by private persons whose opinion was no authority.

Division of these personal denominations into Commercial & Civil. Qu. whether be
Nothing visionary in this nor difficult to be executed.

No man would grudge to pay this slight tax for the purchase of his .
The Law under the largest of the Oeconomical Titles might be reduced to the compass of a large Sheet pri printed
in a small type — to be hanged hung up in the Shop or Counting-house — Thus the Trader would
have the whole Law that he was concerned to know before him in one view.

some a few General Laws concerning all
Traders. i.e: of a nature
in respect of generality between
the Universal Code & the particular
Codes of each profession.
As for example a few provisions
concerning smuggling in general

2) The Prohibitions of importing & exporting not to be comprized in the [particular] Codes of particular
Trades — The whole number detail of Articles prohibited to be imported to be specified in one general Index, &
of those to be imported in another- unless it may be found expedient to divide each into that of each <add>articles</add>
the prohibition is simple & absolute, & where it is sub modo

The mode of suing & application of the penalty in all cases to be reduced to one, unless it can be
shewn that in the case of any particular Article a different mode of suing & application from
that presented concerning the rest has it's expediency.

All these circumstances might be tabulated, & the Table comprized in one Sheet to be hung up
