Notoriety want of Prelud

Now but is infinite to men to which he cannot
see an no End: but no end can he see to that
hearing wrapt up in a number of Books Volumes of
which he knows not the names nor so much
as the number, not one of which he may 2 open 1 during
his life. Why should he open any of them?
When the purchase of his labor may be an eronious
When that means is iste not whereby he Security, worse than the distracting ignorance
out of which it took him; [+] when a history to rule of
he can might from what he reads, what returns its force & what has lost it, Law is paying obedience a Monarch, of whom speaking
allways. ever with in the same tone of Authenticity one
should never know whether he was against or
dispose. Beyond the last reports decisions published, supposing
them to be of the last term, which they
never are & the Statute of the last Session.
There is neither no one Volume on which he can rely [with safety]
place his Trust. If there be any one such
Volume of original Law, for I speak not as

yet of Completions, I should be glad to see it,
for as yet I have looked for it in vain.

I say not that there is not any one Volume of a date prior to what has been (mentioned) tho'
even this may be questionable) if which, were any
one to compare collate the contents of it with what
has been arisen since, not a single while every <add> it would be eventually </add> found that
every Article was in Force - but I say, that if
there be much on any (and were this is questionable
it is more than any man can make sure of a person ) can assure.

But we have Compilations: and well it is for
us that we have these compilations for without them
it would be to every purpose of notoriety I speak not of the People multitude only, but
of those who do nothing else than but study it, as if
no Law was in the Land.

Tis these which take for each man what he
wants, or rather for ten or twenty men at a time of different
denominations what they want, together not
of the one, two or ten hundred times as much
with which they have no concern; & thus

it is that each man's share part is brought in some
degree within the sphere of his apprehension.

But if this remedys comes remedy is cure for the evil of
immunity to by which the original [Authorities] are
obnoxious overspread; it has two of it's own to which
it is obnoxious in it's turn - In the first place
there is no scarce any compiler [+] [+] be his industry @ attention what they will who can give absolute assurance
that he has seen every thing which it was requisite
for him to see: even of that which is exposed to view now in the second place, that
as in what he has seen [||] [||] be his judgment what it will he has in every instance
put that case which gives a true account. is the true one.

Add to this, that what doctrine he states he must
deliver with hesitation; what doctrine is obscure, that he
cast his own light upon it, if any light he found, he
must first represent in its obscurity: what two documents
clash he must represent as clashing + who marks out the track of obedience with the finger of authority

Policy of his work may suffer but it's authenticity
is unshaken and the same.

It's Does then a doctrine waver, he forces it to the side, he
pleases? if it does it speak f parables,
makes it to speak plain: if two Instances are there any two
clash, that militates ? he setteth up one & putteth
down the other

There still remains the inconvenience of having it's
verity superseded, to which the unauthentic compilation
of individuals & the authoritative ones
of the State appear at first sight to be equally obnoxious.

But this in the latter instance is easily redressed:
It is but calling in ca the old 2nd edition
if one may so term it of the Law on that Title
& republishing it with the novel emendations: &
Tho' the instance Law has suffer'd an alteration in its substance its
Unity & simplicity is still the same
as before done is but one Rule, & that Rule
known.
