31. It will be admitted that neither the Memory of men nor
their attention, nor even their fortunes (for even this is become
a consideration of no mean importance) are infinite: that the
periodical practise of loading each year [without any thing
dare to lighten the] with it's original additional Burthen must somewhere
have an end. The time will come when the work must be done
be the workmen so unwilling. What is it then we look
for? the prospect even now is formidible; are we to stay till it
become desperate? We are now blessed with profound peace
& undistracted leisure. Is it the tumult of wars that we
look for to awaken us of to the task?

It is only the having been born & bred under this System of
elaborate confusion, could that could have made the burthen tolerable,
which men have even learnt to value prize as if it were an ornament
like those wens with which inhabitants of certain

mountains Sharp's Travels are afflicted in their nectis to which custom has
soreconciled them, that they learn not only to be patient
unites them as deformaties, but to be proud of them as beauties.
Use increases not our ability to bear it, but it increases
our disposition to bear it, as long as we are able.

Concerning what ancient provisions shall respectively be
retained, and what new ones adopted, men according to the
Diversity of their Characters their tempers their acquirements
their understandings, their interests, their parties political
& Religious, will be subject on this occasion as well
as others to entertain diversitieys of opinions: but concerning the
expediency of giving the provisions, whatever they be,
that are respectively adopted & retained, some form of
order of consistency, men of all descriptions can have but
one voice. Those even who condemn them, wishing to see

them in such a form in which as they will more
plainly appear to be what they are, they will more
plainly according to their conceptions, appear to be
inexpedient.
