Were the Law condensed into that Brevity ; digested into that order,
expressed with that precision and promulgated with that
notoriety of which it is susceptible, these would not be in it —
wherewithal to denominate him that knew it "learned". Every
man at least if there at least in comparison of whom it is any thing
to be denominated. "learned", would feel so much of the Theory
of it as concerned him within his grasp. Within his grasp
either actually, as in those points for the knowledge of which the
call is sudden, or potentially as to those concerning which there
is leisure for deliberation. [+] [+] He would have it, either in memory or at command. — Sagacious a man of Law might
be, prompt he might be, eloguent he might be; but "learned" —
would be his epithet no longer, so true it is however paradoxical
a position , that the System Satyre of this Science is the eloguim
of it's professers.

That since neither the representation of Mr. Barrington, nor

of Dr. Burn, nor of the Author of the Commentaries , for even
the Author of the Commentaries, does not seem to think except
in matters Ecclesiastical that every thing is "as it should be",
have hitherto been attended with any effect, the Legislators —
which are and shall be from hence forward at least may as —
much as possible be left without excuse — I know there is —
a difference between wishing that a thing were done, and —
shewing in detail how it may be done, & in that difference is
founded so much of excuse as hath hitherto been competent,
A portion of excuse which . and which therefore still subsists
if what is here said and done shall be found to be of
that insignificance, which very probably it may , but which
he who offers it cannot be supposed consistuallyently with any —
due sense of his duty to the public , to attribute to it —
That public is now possessed of it, & will judge.
