We cannot doubt, but that the bare circumstance consideration of the numerousness
of the Statutes, abstracted from that of the multiplicity
of their contents, propagates the opinion terrifies the imagination, & of their burthensomeness
of among<add>or </add> those who are to execute them as + + We find it does by some remarkable instances it does of their severity
on those on whom they are to be executed. By the bare
reduction of the number of Titles, the burthen would have
seemed lessened tho' every Syllable of the contents was were preserved.
How much more after all the numerous defalcations which
the present plan admits of, to say nothing of the further Reductions
proposed in the new? after the erasure of the formal
parts, which having been in each, while they stood separate,
are dropped of course in the combination? of one out of each
the several groupes of clauses that are contradictory, or that are
strictly identical, or, what is worse, that are identical in the design,
spirit as designed [have failed and fail of being so in the execution Letter [as executed] only by inattention &
mistake.
