For . . years the People have now been presented regularly
every year with a handsome Folio Volume of the rules whereby
they are to fashion their obedience. In all ... Folio Volumes
besides one enormous one Keble's Edition of what there was before.

All these by the contrivances of a microscopic type of no breaks,
of scarce any margin, are squzed by a last effort of compression
into 11 such 4to Vol: as the world yet ne'er saw.

All this is but an Almanack to what lies in embryo in
the brains of Attornies & House of Commons Clerks [the seeds
of comfort to future generations] & edification to successive posterities;
unless St. Stephen send some kind breeze to interrupt them
in their birth & waft them to the Land of Dreams.

If now we add to all these for rather if there waswe add to the .... Vol: of Common Law.
Decision not a whit the life necessary to be known because
no care is taken to make them that they should be so, nor always the less new for
being once said to declare only the rule of conduct & not to make it.

Together with the never ending succession of these which yet
lies [wrapt[up]] in the Womb of Time: to say nothing of
to reduce their infinitude collection Abridgements Histories Analysis Commentaries
Institutes Dictionaries Digests which make as if they
would lighten the burthen, & increase it.

Some Gigantic memory to hold them all some gigantic
Shelves to bear them all, some gigantic purse to pay for
them all.

All these cry aloud to Legislators, if they
have any sense of duty, any reverence to for
posterity, any compassion for the subject,
any feeling for themselves, to make at length
some .... effort to reduce the infinitude:
nor can the pusillanimous misgivings surmizes
of or interested coteries of .....
while they exaggerate propagate the difficulty, detract
aught from the necessity of such a measure an enterprise.
