Observations

Juryman or Judge,howsoever warranted by the Law bring himself to [concur in] contribute to it. If no
such proof can not be obtained by conviction will not
be warranted by Law.

Now is the Two questions upon reading it naturally present themselves
How is the Brewer to know what particular quantity
</del> Particular accidental circumstances may arise in here
and there an instance insufficient to make it appear
that according to rules of Evidence that the Brewer is
informed concerning these particulars. But in general
the presumption can never can never be made toappear just tilluntil something
shall be is done to put it more in his power to gain
such information than it is at present.

Measures which in this view it might be proper
to take are 1t. To require a an AlphabeticalCatalogue to be
made at every licensing meeting of the Publicans
licensed at that meeting to be signed by the Magistrates
present and to be open for any one's inspection.
2d. That such a Catalogue should within
a limited time be returned from every such meeting,
within the County to the Clerk of the Peace to be
printed and published within such a time. 3dly That
when printed a Copy should be transmitted to every Parish
to be hung up in the Vestry. What persons had licenses
would thus be made a matter of notoriety.
To some perhaps this trouble may appear unnecessary.
