Evidence
If to in a certain degree the manufacture commodity called law has been
less bad less unfit for use in England than perhaps any other country
upon earth, it has been in no inconsiderable degree on this account from this cause
viz: that the monopoly has been less close. From this or that cause So it has happened
but from any cause rather than the probity not to speak of public
spirit, of the manufacturers, there have been more shops to go for
most articles in this country than in any other. Such has been
the effect – but what ever has been the cause? The equally unexampled
rapacity and sordidness, the business in every shape of the
contending rivals, favoured by the negligence, and ignorance and impotence
of the powers above, as any body may see in the work account given of it by of the most
abject of their innumerable idolaters – Blackstone. In the days of
primæval barbarism, a rough division of the business was
made – made blindfold with that inaccuracy and ambiguity
that might be expected from such unpractised and unskilful hands.
Each at one period or other, fought and struggled to encrease his
share: no pretence too shallow – no he too impudent to be employed.
Under the auspices of blind fortune each the no arbiter
in his place to regulate the division, the battle is between two contending
fish women, with more or less of the sports of his adversary in his
hands. The uti possidetis was no more the work of cooperating
probity, than in the scramble for power between contending nations:
but the result has been that degree of decent decorous and gentle rivalry –
followed by that degree of comparive intelligence and sense than comparative
probity, which we see, and reap the benefit of, under the
dominion domination of their successors.
