Evidence Scotch Reform

With grief sympathy concern shame My Lord, I reflect on it, Reform, if it be good for anything
can not never come, without taking the whole body of professional
lawyers for its victims: with proportionate anxiety I reflect on it,
it can never come without finding in the whole body of professional
men, its enemies, its determined and irreconciliable
opponents. Neither scene spectacle is a pleasant one: but if anything
be done, contemplation must be habituated to it, and minds
made up to it.

As to the between two evils, it cannot surely on any other
ground than that of policy and practicality it cannot to the mind of a real lover of mankind, it cannot to the mind of an honest and discerning statesman a and a present ta moments
