18 Decr 1806
Scotch Reform Evidence To Ld Grenville

Let us understand one another a little, let us settle
what it is really we are dispute about.
Among you Lawyers, I distinguish Of you Lawyers there are two classes – official, with Judges
at their head, and professional. Let us talk of one
class at a time.

Judges I admitt, are or at least ought to be, and
to a certain degree, be they ever so bad, are Guardians of our
laws and thereby of our liberties. No great conjuration thus
far, nor any great use to what I take to be the purpose of your argument.
Without disputing about power, now nothing
turns upon it. this Lawyers of this class ought, I acknowledge,
to be rich, understand to that degree whatsoever it
be, which is necessary to keep them from being otherwise
than respectable. But this extra quantity of delay, vexation
and expence, the utility of which you were to prove to me satisfy me of
make so clear to me
where is the necessity of it to their being rich, rich as they
are at present, or victim still to any degree, if you were
their cause for it? Look to the London Police Offices: none
of you no
none of your extra delay vexation and expence there; not
an atom. The Judges their £600 a year is what is
given to the Judges there, and which is enough for such unlearned
Judges. Those unlearned Judges Rich those
are to the amount of £600 a year each, bond is their
private fortunes: all without an atom of your extra delay
vexation and expence: and if it was necessary, as it might
be, if they were learned, that they should be ten times as
rich, could not they be made so with as little?
