And here my friends fellow countrymen, I must beseech you your
attention to attend to the great difference between what I propose to you in
relation to the system of procedure, and what I propose to
you in relation to the main body of the law.
In relation to the system of procedure what I have proposed is
a change: really and substantially a change: though a
change upon no other pattern than one which the excellence
of which so well known and felt of by all of you.
In relation to the main body of the law, what I propose
is not a no change, really and substantially not a change.
It consists in nothing more than the taking as far as it
can be ascertained, that which in substance exists already, and putting
it into the only form in which it can be fixed, and preserved
and known to be what it is known for what it is.
