All I contend for, my Lord, is that the benefit of competition,
though in this as in so many other cases, of indubitable
value, shall be placed on its proper ground, and not be overrated:
that it be seen and clearly understood what it can not do, as well as
what it can do: and that above all things, it be not
in such sort and degree over-rated, as to be regarded as superseding
even money out of the question the necessity of demand for other securities of a still more substantial
texture.

Were even money out of the question, there are
many circumstances the efficacy of which would be much clearer
in the character of securities for good judicature. The system
of procedure being fixed, and fixed upon a plan having factitious
delay, vexation and expence, for its to an enormous
amount for its object and effect, it would not be in the
power of competition, though the host of Angels were
Judges, each in a character of his own, all competing, to
give good judicature. Abuse being entailed, and entailed
beyond power of recovery, all the utmost that the Angels could
do would be to abstain from adding to it.
