Scotch Reform To Ld Grenville

The first thing to be done was to ascertain and fix
the standard quantity: the quantity of time, within which,
in the ordinary and most frequently exemplified state of
things he act in question is, in its own nature, capable
of being performed. This standard was found to be most
happily furnished by experience: furnished – not indeed
separately for every each act any operation that with propriety
might come to be performed in the course of a cause;
but what was better, furnished for the whole aggregate of
such operations taken together. Yes my Lord, by experience it
has teen testified that in the instance of the great majority
of causes, individuals taken (not classes of causes) the parties being admitted in the first instance into the presence
of the Judge, the same interview judicial meeting the same day which that
in this sense
witnesses the commencement of the cause, witnesses the termination
of it.

This being established assumed, when in as often as any instance this
standard quantity of time comes to be exceeded, when in
any instance the cause instead of being terminated on in the course of that
first meeting is adjourned to a subsequent one, such
adjournment will, if proper have had for its cause
some particular intervening circumstance: of the circumstance
the designation, of the collection made of in the abovementioned the Table
be compleat, will be to be found in the Table: let the Judges
in a Register to be kept for the purpose, certify in appropriate
terms to be settled for that purpose, the existence of that
circumstance, or if more than one, those circumstances.
