Scotch Reform To Ld Grenville

By this system of compliant and perpetual explanation, periodically
regularly and promptly certified to the superordinate Court
(a copy taken without additional or at least without double
labour) by any one of the ingenious devices in modern use
does the business to perfection and almost without expence) all its by this notification with appropriate publications (all profit
by delay being moreover taken away, with a remedy without
which all others are put together will be of little value) all
arbitrary power of creating undue delay promises to be
done away extinguished: so if not compleatly, at any rate to such
a degree as the nature of men and things admitts of.

To second harem the operation of this indirect and more refined moral remedy
the obvious direct and legal remedies must not be omitted
application to the superordinate Court for an order to the subordinate,
requiring it to proceed, is to show cause why it
does not proceed, to judgment: complaint against the Judge for
not having proceeded at the time when he ought to have proceeded.
Complaint against the Judge for on the score of a
false entry in the Register (a false assertion in regard to the matter of fact)
complaint against him for delay founded without sufficient
grounds in the matter of fact asserted in the entry, supposing taking it
for true it true, (of course no such complaint of course to be made to the subordinate without
previous notice to the subordinate Judge:) power to the plaintiff
to insist upon a judgment repelling his demand pr in toto
or pro tanto as the subordinate Judge thinks fit, for the purpose of having
a judgment to appeal from to the superordinate.
