On the subject of the circle the arrangement presented
by the concluding pair of Resolutions, I do not mean,
my Lord, to trouble you. I see reasons for it: I
see none against it. The subject forms a labyrinth, a
labyrinth of peculiar intricacy – and containing matter
of peculiar delicacy, such as with reluctance I should feel
myself obliged to meddle with.

But the principle benefit of competition? how comes it in
this instance to lose its virtue? Or is it that the business being matter
of administration rather than judicature, taxation involved
in distribution distributive justice favour mixt with right, it is regarded
as an advantage to judicature to be rid of it. And is not
the Court of Exchequer to which the business is to be transferred also a Court of Judicature? Meantime On the other
where taxes are to be imposed with one hand, f relief administered with
the other, a contention which shall the most especially, which shall
give most and soonest, seems not to be desired.
