At the commencement of the series of Letters outset of the address, the intended matter
was proposed to be distributed into three parts divisions intituled for
shortness Reporting (meaning with reference to Your Lordship's Bill) Omission and Facienda. Of The proposition
the Chamber of Review excepted, the subject matter has been already
travelled over, the Chamber of Review excepted, which the
principles of which though not altogether absolutely left , have
not as yet nor perhaps ever may be taken directly for
the order of the day.

To complete the design there remain
two topics still to be brushed upon, the Omission and the Facienda: Omission, amendments remedies to imperfections so nearly
so glaring in themselves, so frequently brought into notice by the
suggestions of individuals, or so intimately connected with
those others already noticed in the then proposed Bill, that
the scheme maintained observable by the Bill in relation to
them presented itself in the character of an omission: facienda,
other remedies ulterior arrangements which had presented
themselves to my conception as capable in the character of remedies,
of being made conducive contributory to the melioration of the system,
and subservient rendering it more conducive than at present to the ends of justice.

The distinction between the omission and the facienda
being but a casual one, and the ground of it for the
present at least, put aside, will no longer be held up to
view. I proceed to submitt to Your Lordship under a few
general and succinctly expressed heads, the principal arrangements changes
which have presented themselves as necessary to be made in the existing
system, before it can
be said to considered
with propriety as really
and bonâ fide adapted
to the ends of justice.
