To get rid of the dispensing power the nation both nations subjected
themselves to the certain mischiefs and incalculable hazards of a
Revolution and here ever since the Revolution has been

It is bad enough when the statute law, the declared code of
the acknowledged sovereign, experiences contempt instead of obedience
among the people at large body of the people. It is still much worse when
the Judges themselves are the persons who set the example of
disobedience. Elsewhere disobedience may be the result of ignorance:
and care is tak under the management of lawyer-craft,
the existence of this exercise is every where but ground of extenuation in every instance
too probable.
