A contempt of Parliament, an habitual contempt,
and that offered by Judges, by Judges of the supreme
natural judicatory, the authority next in authority judicatory next in authority
to Parliament – this contempt the existence of this contempt
noticed and attested, by Parlia if this Bill, passes into a
Law by Parliament itself, and not a syllable so without any the slightest
much as a symptom of disapprobation, not a hint, not a word in the way
of censure! and this in a Bill presented by the
head of the law, that is of the lawyers – in all those kingdoms!
It is by the head of the lawyers that Parliament
itself is thus made should this Bill pass (should Parliament be drawn
in to committ this act of suicide) is thus made to
abdicate its own supremacy, and confer an authority
superior to its own upon a set of nominees of the Crown –
upon fifteen lawyers!

Well then – the wheels of the engine, constructed
by this intended Law are set to work – the C intended Commissioners
are appointed and set to work, a body of regulations are
framed by them – and those regulations with such amendments
as shall have been agreed on, adopted and made law by
Parliament. All this Those regulations are made, and
what then? Why then, and under the virtual herein allowances
given by this very Act, as many of them as it may
happen to the Judges of the Court of Session not to like – all of them, if all of
them are thus disliked, are to be treated as the former set of "regulations thus made by special authority have been treated, by these same persons – are be left to to "go into disuse", to be treated
as waste paper by these Judges!

Should the Bill pass and with this clause in it, what
more can be wanting, to render the Judges power of the Court of Session
compleatly arbitrary – and thus compleat the triumph of lawyer-craft
over law?
